
While trying to park his car on a busy street in 2006 David Hackbart flipped off the driver behind him because the man refused to move. A moment later he heard a voice cautioning him to stop, which only egged him on.
Hackbart soon realized the voice was coming from a police officer, and when he attempted to explain that what he did was constitutionally protected, the cop wrote him a citation.
The incident, which became a federal civil rights case, was postponed indefinitely on Tuesday at the request of attorneys on both sides. A proposed $50,000 settlement was offered, with Hackbart receiving $10,000. The rest would go to his lawyers and the American Civil Liberties Union.
An additional vote is set for next week at the Pittsburgh City Council. (The Pittsburgh Channel)
